NYS Clean Heat (NYSERDA + utility administrators): up to $12,000 for air-source heat pumps, more for geothermal; up to $24,000 income-eligible via EmPower+. 1-4 unit homes (as of 1/1/2026). Incentive capped at 70% of project cost (85% in Disadvantaged Communities, Central Hudson territory, or Weatherized Tier). Six administrators: Con Edison, National Grid, NYSEG, RG&E, PSEG Long Island, Central Hudson. State-funded, not the dead federal HEAR.

Equipment has to hit: Cold-climate air-source heat pump (ccASHP) on the NYS Clean Heat / NEEP-qualified list for full incentive; ducted or ductless.
Stacking: Stacks with EmPower+ (income-eligible, up to $24,000) as the enhanced tier, not additive with the standard tier on the same measure. No federal 25C/25D or DOE HEAR/HOMES left to stack (all dead). Geothermal carries a separate higher incentive.
Limits: 1-4 unit homes (as of 1/1/2026). Incentive capped at 70% of project cost, 85% in Disadvantaged Communities / Central Hudson territory / Weatherized Tier. Incentive is typically assigned to and applied by a NYS Clean Heat participating contractor as a project discount.
