That block is the New York City claim. The program page lists a maximum. This page does not split it into tiers. The official link is the Con Edison page for a central air-source heat pump. The checked date is the date those terms were read.
Read the link before a bid treats the maximum as money already in hand. The address has to be on a Con Edison account. The equipment has to be the kind the page describes. A participating contractor is part of the path the utility publishes. This guide does not invent a second dollar, a per-apartment split, or an income table. If the quote shows a figure other than the maximum in the block above, ask the bidder to point at the same link and the same checked date. If they cannot, leave that extra figure off the price.
How a city project uses the program
Con Edison serves the five boroughs. A walk-up in Harlem, a brownstone in Brooklyn, a co-op in Queens, a house on Staten Island, and an apartment in the Bronx can share the utility and still not share a scope. The program does not know the head count, the board rules, or whether the building already has ducts. It names the program, the maximum, the link, and the date.

The program lists a maximum, and the place note is Nassau and Suffolk. It does not print a second tier. Readers in Nassau or Suffolk should use this block on the county site that matches the bill, and should keep the official link beside the figure. Readers in the five boroughs should leave this figure off a New York City price.
What stays off the price
This page does not print a tier table under the Con Edison maximum. It does not print a water-heater amount, a panel amount, or an income-program amount, because those amounts are not what the programs above list. It does not print a dollar for a program that is not in the two blocks.
If a proposal adds a figure, ask where any other figure comes from and for its official link. The only open programs on this page are the Con Edison maximum at a New York City address, and the PSEG Long Island maximum in Nassau and Suffolk. Anything else needs its own official link and its own checked date. Until that block exists, treat the extra line as zero.
Borough notes that do not change the program
Manhattan jobs are often access jobs: a sidewalk crane, a service elevator window, a roof setback, a noise rule at the lot line. Those items move the construction price. They do not move the Con Edison maximum on this page.

Filing habits
Keep the manufacturer submittal, the paid invoice, the utility name, and a copy of the block (link and checked date) in one folder.
