The program, then the job
Incentive copy in a New York City bid is a block, not a recollection. The block has a program name, an open or closed word, a dollar only when the program lists one, the official link, and the sentence "Program terms checked" plus the date the terms were read. This guide walks through that block for Con Edison, then prints the PSEG Long Island block in a section that is limited to Nassau and Suffolk.
The five boroughs are the city claim. A Nassau or Suffolk address is not a New York City address for this purpose. Mixing the two is how a quote picks up a figure the meter cannot collect.

The Con Edison block

Open means the program is live. The maximum is a ceiling. It is not a check owed to every apartment and every house. The link is the Con Edison page for saving on a central air-source heat pump. The checked date, 2026-10-14, is the date the terms were read. Print those lines together. A bid that lifts the figure and drops the link has broken the block.
Do not add a weatherized column, a standard column, or an income column under this heading. Those splits are not listed on this page. Do not add a water-heater figure, a wiring figure, or a second program figure beside it. One maximum, one link, one checked date.
What the bidder should be able to say
A contractor who has read the program can answer four questions without leaving the kitchen table.
First, whose name is on the electric bill. If it is not Con Edison, the block above is the wrong block.
Second, whether the equipment is the air-source heat pump the Con Edison page describes. Mini-splits, central ducted machines, and air-to-water machines are different scopes. The page on the link is where that distinction lives. This guide does not assign a separate figure to each type.
Third, whether the old heating system stays, with controls, or comes out. That choice changes the construction scope. It does not authorize a second figure on this page.
Fourth, where the figure sits in the proposal: as a line that already reduces the price, or as an amount the household submits later. Ask the bidder to say which, in writing, next to the block. This guide does not guess the claim path.
If any of the four answers is missing, the incentive line is not ready to count.
Paper that belongs with the invoice
Keep a copy of the proposal page that shows the block, the equipment submittal, and the final invoice. Note the account number's utility name, not the full account number, in the same folder. When a property manager or a board asks what the incentive is, hand them the block rather than a paraphrase.
Participating-contractor rules are the utility's. If the Con Edison page requires an approved contractor, the bid should name that status. This guide does not maintain a roster and does not stamp a crew as approved.
Co-op alterations, landmark reviews, and sidewalk permits are building process. They can delay a start. They do not revise the Con Edison maximum or the checked date. Schedule them as schedule. Price them as construction.
PSEG Long Island is not the city program
PSEG Long Island applies to Nassau and Suffolk. It is not a claim at a New York City address. Do not add it to a five-borough price. The block is here so the limit is visible.

The place note is part of the block. Nassau and Suffolk has to sit with the maximum, the official link, and the checked date. A city bid that copies the figure and skips the place note has misused the program.
Readers whose bill is PSEG Long Island should confirm the town is in Nassau or Suffolk and then use the county page that matches that bill. Readers whose bill is Con Edison should stay on the block in the previous section.
Buildings, without a new figure
A steam-heated apartment and a ducted house do not share a labor plan. Riser access, condensate, line-set length, and whether the outdoor unit can sit in a yard or must go on a roof all move the invoice. Write those as scope. The incentive, when the account is Con Edison, remains the single maximum above.
Renters should ask who owns the heating plant and who signs the incentive application. A renter cannot assume the maximum lands on their lease. Owners and boards should ask who receives the payment. This page does not reassign it.
New construction and a changeout in an older building use the same printed block when the utility matches. The program does not price the scaffold. The contractor does.
When the quote and the program disagree
Compare the proposal's incentive line to the block, character by character on the figure and the date. The Con Edison line is the maximum in the block above, with its checked date. The Long Island line is the Nassau and Suffolk maximum, with its own checked date. A round number, a range, or a date from a different month is a signal to reopen the official link before anyone signs.
If the official page has moved since the checked date, follow the official page and update the quote. The checked date is evidence of when the program was read. It is not a lock that freezes the utility's sheet.
